Garmin GPS - I need some help with POIs

I need some help with POIs

I have a new c320. I DL a CSV file and transfered it to my unit. Here
is a snapshot of the file:

Of all those entries, only the ones that I put a red line under will
show up on my unit. I am prompted that all the entries have been
transferred, but they won't appear under "Custom POIs". All the
entries are located within the states that I loaded into my unit.

Using the lat/long measurements, I was going to map out my own POIs,
but am not sure what is happening here. Can anyone explain?
