Everything seems to be included except for the CODES which I apparently
need to get new map regions. What do I need to activate it? How should
I proceed?

If you can't contact the original purchaser of the Map CD's to get the
unlock code that is assigned to the serial number of your SPIII your best
choice is to buy the latest MapSorce City Navigator or City Select from an
online retailer.

How much did you pay for the SPIII at the rummage sale? Besides being a
little slow at calculating a route, it's a real good unit.
