At a dealer usually... http://www.aspidshop.com are based in Portugal,
and are about as cheap as I can find in europe.

Depending on how many units you need to unlock, and thanks to Garmins'
XXXXed up map pricing policy, you may find the GPS18 with NRoute (which
includes City Select) with one free unlock a cheaper option.

I got my GPS18 a couple of months ago, and it was still shipping with
CS6 but you get a free upgrade to CS7 now (Garmin will send you the CDs
free)
