Is there any way to download the Elevation stored in my GPSmap 60cs to a
Windows Program to view it?

the elevation isn't stored by itself. It is part of marked waypoints, and
tracks.

You may download it using the program Mapsource (I mean the "Trip & Waypoint
manager" which came with your receiver), or you may use a dedicated program
like Gartrip - see www.gartrip.de for further info.
