It makes absolutely no grammatical sense whatsoever! If it was punctuated
by a single comma after "free State" then it would clearly mean what people
claim. However the insertion of a further two commas completely destroys
its meaning - what hope is there for a country whose fundamental laws have
been written by people who are barely literate! No wonder that the courts
appear to be unable to come to a conclusion about exactly what rights this
statement is supposed to be protecting.
