I may be wrong but it seems to me that when the OP refers to
"permanent" he is wishing for a way to attach the unit so it doesn't
fly all over your car at the slightest curve. Why would anyone desire
to leave the unit permanently inside the car, tempting thieves? IOW,
the permanence is desirable at driving times, not at parking times.

Therefore, the solution is the n=FCbi design.
