Well, the top part of my Vista Cx's black rubber band is coming loose. I
don't remember subjecting it to heat or other abnormal exposure.

Has others seen this happening? The goo underneath is just becoming less
tacky. Any suggestion as to what is the best way to get it back? I
assume one doesn't want to permanently attach it to the hard shell to
permit future repair needs, right?

Etrex legend, the same thing. I dont pay much attencion as long as it works.
Some day I will have to put some glue.

It happens to all e-trex models. Email Garmin and they will send you a
new rubber band and double sided tape to affix it at no cost. I
replaced mine twice before selling it.

Tried that, was told it was sent (Garmin UK), never arrived.

I'm in Singapore
