does anybody know if it's legal to mount gps on the windshield in NY
City or State? I tried to find something on DMV website but can't find
anything.

I think NY is OK but California has a law against it.
If your worried about it buy and external antenna and put it in your cup
holder.

According to the Nuvi manual, only California and Minnesota are illegal.

One of the North Central sates (Minnesota?) also has a law against
mounting things to the windshield.

Or use a dash mount. My Garmin came with a plastic disk with adhesive
on one side for just that purpose. Stick disk to dash, use suction cup
on disk instead of windshield. Or buy a dash mount from any of the
many third party vendors ranging from RAM Mounts to ProClip.

I don't remember the other besides Cali, but I read only 2 states don't
allow to mount on windshield. And here I am thinking to mount it either =
on
dashboard, or sticking a plate (can be small glass) near the air vence to
avoid bright sun light, and keeping the Nuvi cool (away from roasting =
sun,
especially the windshield).

My Nuvi 680 comes with a plastic disk for dash mount too, but I haven't
decided to use that disk or creating my own to mount lower than the dash.

There is a law in Calif. that prohibits placing things on the windshield,
but items suction-cupped to windshields can be seen there all the time, so I
think the law is not strictly enforced in that state.

I don't know if it illegal in NY, but my SP 330 is mounted to the glass
directly over the speedometer and the base of the unit lays on the dash
in my 97 Nissan PU. Almost as good as a HUD.
It only blocks about 1" of the view of the road directly in front of my
hood, which is less intrusive than the registration and inspection
stickers on the left lower corner of my windshield.

I doubt that a cop would pull you over for it, but if you had been
pulled over for something else, he might notice it, and (if in a bad mood)
could write you up for it.
