I finally found the solution...
I am posting it here just in case anyone else might run into the same
trouble.

The web updater utilty does not work as expected and downloading the .exe
file solved the question. Just run the update file manually and the problem
is over at a glance.

Now the gps is up to date and running the webupdater utility shows that "no
update is needed"...

I wonder who wrote the code of the utility....

many here have stated that the WebUpdater does a poor job, that you are
far better off simply getting the update manually and applying it
manually. I have to concur with that, even tho the newest version was
supposed to fix that issue.

I never used WebUpdater until I got the Nuvi 680 that the tech told me
about newer software for both Nuvi 680 and Bluetooth are/were available, =
but
I can't find in the list. It turned out that Nuvi 660 and Nuvi 680 are
identical, and Garmin's web site only list Nuvi 660

The update site doesn't list my 650 either.

It's possible that it's same with Nuvi 660, or all current Nuvi 6xx are
same except the Bluetooth, FM/MSN Traffic etc..
