Does that come on DVD and show the entire U.S. as one area? And if so,
when you select the entire U.S., how many segments are selected?

It was reported here earlier that the data and number of map segments in
U.S. Topo 2008 is the same or virtually the same as the previous version.

You may have just had a difference in your detail settings. I just
looked at the same location you show (centered on Frankfort Springs, GA
N40 28 43.9 W80 26 33.0) in U.S. Topo 3.02 and I can toggle between the
detail seen in your two images by just changing the Map Detail setting
from Highest to Medium.
