Is there a difference between CN v8 and 2008? or are they the same product?

Assuming you're talking about City Navigator NA, yes.

CN NA 2008 is what would have been CN NA v9 in a normal universe.
Garmin just decided to change the numbering scheme to keep things
interesting. There's already a CN Europe v9.
