Is it possible to upload scanned maps to the Vista HCx?
Are there any suitable programs available? (free)
Anyone have any related experience?

What maps are you trying to load? AFAIK you can't load raster (scanned)
images directy although you can digitized/vectorize them first, and then
load them. Depending on your map this may be rather time consuming.

What kind of maps are you looking at?
