Author different POIs?

Some GPS have 6 million POI installed while some others have only 2
million POI installed(RoadMate 2200T). What would be the difference in
the 4 million POI? I assume all would have gas stations listed but what
else?
Is it possible to purchase POIs and install them on your GPS? Are POIs
actual long/lat numbers or street addresses?

Restaurant, banks, schools, etc.

Create your own.
