You want the Meridian with the NMEA output on, either V1.5 or V2.1
should work, and the baud rate set at 4800 (at least initially).
You should be able to see a COM port in the Device Manager that is
associated with the IO232A if the drivers for that are successfully
installed.
I don't know anything about "topogo" and can't get the page for it to work.

You should be able to connect to your receiver. I recommend trying the
trial version of GPS Utility or the g7 programs.
Configure your application to use the COM port mentioned above that is
identified with the IO232A and configure it to 4800 8 N 1.

If you want to try seeing the NMEA data string outside an application
you can connect to the COM port with Hyperterm at 4800 8 N 1 and you
should be able to see them.
