It could if the GPS would let it. In order to prevent the unit from
drawing too much current from the USB connector the designers simply
limited the functionality. It is not easy to tell if the source of the
power is a USB brick or a USB connetion on a computer. Thus the problem
is if you let it pull full power from the brick it is likely to pull
full power from the computer which may cause it to crash. I have
personal experience with this kind of crash. It is ugly.
