One that includes 0800 in inclusive minutes would be a start.

*Why* didn't Orange at least do that..??

Presumably for the same reason 0[3|8]45 numbers don't (didn't?) come from
inclusive minutes.

They get PAID by the receiving party for 0800 / 0808 calls, totally
different from other non-geographical numbers.
Obviously they are trying to eliminate competition from call-trough
services. This should be stopped by Ofcom and OFT, but we MUST complain 'en
masse' first !!!
