Are calls to the Channel Islands classed as foreign when using a
mobile. If so are there any mobile operators that classes the calls
as within the UK and hence will come out of inclusive minutes.

Using which network?

Virgin, for example, includes calls and texts to Guernsey, Jersey &
Isle of Man in their standard UK rates.
