T39 in Canada Locked?

| Purchased a T39m triband as unlocked. Worked ok on an orange sim card in
uk but now in NovaScotia a rogers sim card does not work; and the phone
appears to be locked.

Take it the sim card been activated? I know USA T-Mobile sims have to be
unless thay been pre activated.

Is Rogers GSM 1900 available though?
