Vouchers. You can pay by direct debit but it's a regular set amount that
you nominate, rather than just paying for what you actually use.

Virgin was ringfenced quite some time ago, you can't get it anymore.

But if you port your number to Virgin itself you can indeed pay in the way
you want.

You can sign up for paying by direct debit on the Virgin website or by
calling 789 from the virgin phone.

Get a PAC from Orange, then get a Virgin SIM card, ring up Customer
Services on 789 and tell them you want to port. Takes 5 working days.

You can also top-up on Orange by credit card using a menu in the phone -
no human contact required.

If you want to control costs, go PAYG (and accept that you'll have to
top up in some way as you go along).
If you want the convenience of paying for what you use (post pay) then
you're not going to control your costs.
As far as I know, no network will give you a post pay account along with
a low monthly limit (ie. you can't run up bills past a certain point).
I've heard in the past some claimed to set a low credit limit for kids
using a contract backed by their parents. When the credit limit was
used up their phone stopped making calls, but many many people found out
that after a month or so the network nicely upgraded their credit limit
from £15 per month (or whatever it was set to) to £150+. They continued
to make calls and then their parents got the bill for £100+ in a month.
As far as I know therefore, PAYG is the only effective way to guarantee
you physically cannot run up excessive bills.

You can do that on other PAYG too. My car phone is on Tesco, and to
top it up, you send a text message and it charges your credit card.
Just as well, really, because the message that shows your balance
doesn't seem to work with the phone built into the car, so I get very
little warning of the credit running out.

For my account at least, I've found the balance display fine, though to
tell the truth, I could do without it- especially as it's trivial enough
to enter a code to get the balance. What I did have a problem with was
the auto recharge system, which I believe is run by mastercard. It was
still charging me after I cancelled an account! I wasn't happy...

No, that's the point. The /system/ works fine, but the balance does
not display on the car dashboard. It displays SMS all right, but these
messages must be different, because I don't see them. I'm not keen to
use the sim in a different phone because it's a credit-card-size one,
and I don't find the adapters reliable.

I'd never sign up for anything like that!

It get's you a 10% discount, and I find it convenient. Anyway, I got the
problem sorted quickly. When I called CS, I was talking to someone
pretty efficient working at the call centre a couple of miles from where
I live.
On a different note, I'm just off the phone to Orange's Indian CS. I'm
not usually someone who berates the quality of Indian call centres- ones
I've used have been fine. However, the Orange one is a different matter.
I had to repeat my account number 6 times to the same person at
different points during the call. It took 24 minutes to try and clear up
why I had still had £4 taken from my bank account despite having ditched
the contract two months ago. This in addition to the longer phone call a
few weeks ago to sort it out. I suspect this kind of fraud is common
with big companies, which is one reason I was willing to waste so much
time over a paltry sum of money. Maybe I'd have been better off getting
my bank to deal with it instead? The only other company I've dealt with
which was this incompetent was Tiscali.
