During the power on the SIM tells the Phone that it supports SIM Toolkit
(STK). The Phone then tells the SIM which STK commands and features it
supports.

It is the responsibility of the SIM only to use the commands that the phone
supports. If the SIM asks the phone to perform a command that the phone
does not understand the phone returns and error response to the SIM. This
has no efffect on the rest of the phone opration.
