Do you have to be in a wifi area to use skype or is the Internet over the
mobile network ?

It is neither. It actually places a standard voice call into Three's
own Skype servers -- and thus only becomes 'data' at that point; the
voice call being free when on Three's 3G network, or when roaming in
the UK on to 2G. (Of course, Skype messaging and presence is data --
over both 3G and 2G).
