From how you describe it it sounds like the sender is in breach of the
law, go to:

(the new name for ICSTIS) and report them, I've done this for one
operator who was in breach of the law and they got fined £50,000 and I
got a refund.
Also complain about the ineffectiveness of PhonePayPlus in stopping the
premium rate SMS thieves to:
