I'd say so, yes.

In Glasgow, there are many phone shops etc. where you can buy both. For
your usage, I strongly recommend going to a branch of Tesco and buying
one of their phones. If you top up with £15 you'll go on their extra
plan, but it's also about the cheapest prepay for calling elsewhere in
Europe (as low as 40p per minute in most of the EU.)
I'm including uk.telecom.mobile, as some readers there may have more
information on the ease (or not) of people not resident in the UK
setting up prepaid plans. They may also have better suggestions, but for
your needs, I think Tesco will be hard to beat. That said, you might
also want to look into the Vodafone passport plan, which is excellent,
and covers a lot of countries now.
Cost of phone? Tesco's website say £30 for one of theirs, but I'd be
suprised if you couldn't do better than that- maybe £20 for a new basic
phone.

To be clear, the 40p per minute is the _roaming_ cost. From the UK, you
can call landlines in Europe on Tesco for the same price as a national
call- look up a reliable 0870 call-through number.
