I've noticed that some cruise ships and ferries now have an MCP mobile
service switched on when their out at sea.

What UK networks allow roaming on it though?- only T-Mobile have it listed
on their countries and have even created a 'Zone 7' pricing bracket for it
too. Are the other networks not offering roaming or am I just not seeing it
on their websites?

Orange told me they only allow roaming on it if the customer has
premium rate calls enabled as it's £6.50 a minute.

There are several mobile at sea services, including from companies
that are part of or associated with AT&T Cingular, Jersey Telecom,
Manx Telecom, Siminn (Iceland) and Telenor

They will probably be at rates similar to satellite rates, though
there have been cases where people have found cheap or free incoming
calls with global roaming SIMs
