i hope that any one can answer the following question:
Can i operate video call service within 2G network in any way ?
i need a practical tested solution.

Very unlikely, GPRS doesn't have the bandwidth.
To see why, try making a video call using a 28.8K dial-up modem, then
throw an extra half second of latency into the mix.

No. Video calling requires higher bandwidth than a 2G network can
provide.
